As a Program Manager (State and Federal Government), your job will include responsibility for:
- Supporting BIT US’s State and Federal and State Market Lead with creating and executing a business development strategy, monitoring the project pipeline, and supporting the project management of state and federal government procurement bids
- Managing all state and federal contracting (with appropriate support from legal and finance teams), including contract review, signatures, data-sharing agreements, compliance, and final contract execution
- Monitoring the on-time and on-budget delivery of project outputs as enumerated in state and federal government contracts
- Ensuring all projects adhere to compliance requirements throughout the project duration, including serving as project/program point person for legal counsel and finance
- Supporting relationships with clients and partners by adhering to their reporting requirements on time, budget and any other information requested
- Working with Project Directors and Project Leads to assemble and allocate staff resources, and identifying solutions to resourcing challenges when needed
- Working with State and Federal Market Lead, Project Directors, and Project Leads to manage budgets and develop tools for monitoring program’s overall financial performance
- Facilitating knowledge management capturing for program area and associated projects
- Coordinating closely with project coordinators to ensure program’s operational and administrative needs are met, and market area data and activities are accurately reflected across systems
- Upskilling colleagues at BIT with project management methods and expertise
What makes a great Program Manager (State and Federal Government) at BIT?

- Familiarity with and/or experience working in federal government bid procurement and government compliance. FAR, SAM, and DCAA are acronyms that don’t scare you. You enjoy navigating through complex and evolving government compliance requirements, and educating others as you go.
- Experience with program budgeting, including modeling and projections. You are comfortable with making well-reasoned assumptions that go into project budget forecasting and knowing whether long-term budgets are on or off track. Excel is your friend.
- Detail oriented and extremely organized. You’re passionate about getting the details right. You keep processes and projects organized and are aware of your upcoming deadlines and duties. You catch errors when copy editing contracts and when reviewing Excel formulas. You give a meticulous eye to all tasks in front of you and help keep others on track.
- Expert juggler and solution-oriented. You are aware of multiple layers of a problem or the many competing demands on staff time but you know how to prioritize problems and are always eager to drive towards productive solutions.
- Curious about finding and solving problems. You care about every part of the business being run as well as it can be. You can identify problems and take responsibility for them. You think creatively to suggest alternative solutions and work to implement improvements.
- Managing and developing yourself at work. You demonstrate high self-awareness and regularly self-reflect. You are able to manage your own workload and prioritize competing requests. You are resilient and accept responsibility for decisions whether they achieve the desired outcome or not.
- Clear communicator. You can keep on top of an active email inbox, multiple instant messages and a busy meeting schedule. When communicating with junior and senior colleagues you are always friendly, professional and firm when you need to be.
- Managing relationships at all levels. You can build relationships and trust with colleagues from Associate Advisor to Director. You enjoy working closely with people senior to you and feel comfortable following up with them when they need to do something.
- Passionate about making the world a better place. You don’t need to have a formal background in public service or social impact work. But to be a great program manager at BIT, you should care deeply about our work improving people’s lives and communities.
