Approach
We developed a targeted approach for Wirral Council to deal with areas with different fly-tipping challenges: For areas with severe and persistent tipping a staged approach starting with the small behaviour change of asking people to bag waste instead of leaving it loose in public areas (eg alleyways), while for areas with occasional and less severe tipping the use of feedback and reminders to reduce missed bin collection and make the proper disposal of waste easy.
